New Researchers Panel (NRP) provides an ideal opportunity for young researchers in public administration and public management (PhD students and researchers in the first three years of their academic careers) to discuss their research and work in progress with distinguished international scholars who will share their insights that allows for targeted discussion around the publication of the work presented.

We award the IRSPM Stephen Osborne prize for best new researcher paper. This prize is awarded to the author(s) who present the paper which comes closest to publishing standard. Written papers are nominated by panel chair or discussants and assessed by a committee led by the New Researchers Panel chair. This prize is named after Professor Stephen Osborne a distinguished scholar and mentor of many new researchers, the founder of IRSPM conference and the journal PMR. 

In addition, we offer several activities for new researchers such as editorial sessions and career advice by selected IRSPM board members and established academic members. This panel is also a forum designed to promote professional networking with your peers and the other members of the IRSPM community more generally.

This panel invites both theoretical and empirical research papers, rather than PhD progress reports, in a variety of research areas of public administration and public management but the selection process will prioritize the papers which are most relevant to the conference theme.

The theme of the IRSPM Conference 2024 is:

Hybrid futures for public governance and management

Each accepted participant who submits and presents a paper will receive a review from a distinguished scholar in the field. Selection of participants will be based on the review of proposals involving:

A short outline of the paper (no longer than 500 words in length) covering:

• Purpose of the paper
• Intended contribution to the literature
• Methods
• Main findings

Personal details such as name of applicant and institutional affiliation (university/department) are placed on a separate sheet.
